   Evaluation of different alternative technologies, including fiber  optics, digital microwave and satellites;

   Recommendations and specifications of the best suited solution.

Preparation of the Tender Documents on World Bank format for the supply and installation of a new backbone using the technology of digital transmission over fibre optics on a turn-key basis, including the integration of all the telecommunications subsystems: private telephone network, VHF Radio, data transmission, train control.
Evaluation of the bids and recommendation of the best bidder.
The supervision contract is in the process of negotiation and is due in august 1999.

CIDA funded study on Mali railway telecommunication systems:

   Evaluation of existing system;

   Recommendation of appropriate technical solutions to improve the overall performance, i.e. rehabilitation of existing equipments versus new equipments;

   Development of specifications for selected solution.

QUEBEC AND WEST AFRICA         1994 - 1996
Teleglobe Canada and IPS-Ivory Coast

Evaluation of the feasibility of a cellular phone project which will cover Ivory Coast, Mali and Burkina Faso and will allow international communications via earth station, satellites and the world-wide communication network of Teleglobe Canada.
Facilitate partnership negotiations between Teleglobe which will provide technical know-how and technical management and Industrial Promotion Services which will provide the local managerial expertise to operate the company.
Development and evaluation of different alternatives to fulfil the needs.
Recommendation and preliminary technical specification of the best adapted solution.
CANARAIL services being retained by QCM for the implementation of the solution recommended in the above mentioned study, tender document preparation is to be started very shortly.

GROUPE CARTIER, Montreal         1989 - 1991
Director of International Projects
Project management in the areas of communication and energy in West Africa, namely in Ivory Coast, Niger, Burundi and Senegal. The projects included training courses to manage power distribution networks, in Ivory Coast.
Most of the projects were funded by the Canadian International Development Agency (CIDA), and therefore, required effective interfacing between CIDA, other international funding agencies and the local organisations.
